The General Building Authority (GBA) exists for the purpose of acquiring, furnishing, equipping, owning, improving, enlarging, operating, and/or maintaining public facilities such as buildings, parking lots and structures, recreational facilities, stadiums, etc. These funding activities are normally accomplished by issuing bonds.

The General Building Authority Board of Directors consists of a total of five members, one of which is the Mayor. The other four members are appointed by the Mayor and subject to confirmation by the City Council. The term of office for board members is four years.
