REQUESTS FOR PROPOSALS
SCATTERED SITES REHABILITATION PROJECT

The City of Pontiac Federal Programs Division is requesting proposals for Project Managers/Developers for the Scattered Sites Rehabilitation Project.

The Federal Programs Division administers entitlement funding received from the U.S. Department of Housing and Urban Development.  These funding allocations are based on a formulas created by HUD. 

Funds are received through the following Federal programs:

Community Development Block Grant - The Community Development Block Grant (CDBG) is an entitlement program of the U.S. Department of Housing and Urban Development (HUD). Pontiac is a participating jurisdiction in the CDBG program. Allocation of these funds are based on average income for the participating jurisdiction, average age of housing stock, poverty growth lag and total population with percentage below poverty level.

  CDBG-R is a one-time funding allocation through the American Recovery and Reinvestment Act of 2009, known to the public as the Federal Stimulus Program.

HOME Investment Partnership – The HOME Program (HOME) is an entitlement program of the U.S. Department of Housing and Urban Development (HUD). Pontiac is a participating jurisdiction in the HOME Program. HOME provides formula grants to States and localities that communities use - often in partnership with local nonprofit groups - to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership or provide direct rental assistance to low-income people. Pontiac also has a homebuyer down-payment assistance program for eligible residents as part of the HOME Program.

Homeless Prevention – Homelessness Prevention and Rapid Re-Housing Program (HPRP)
The American Recovery and Reinvestment Act of 2009, which includes $1.5 billion for the Homelessness Prevention Fund. Funding for this program, called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants program.

Neighborhood Stabilization Program – Pontiac has received $3,542,002 through the Housing and Economic Recovery Act (HERA) of 2008. These funds will utilized for demolition of abandoned and blighted property, purchase bank-owned foreclosed homes for rehabilitation and resale and create new homes for residents at 50 percent or below area median income.

There was a public hearing on Monday, February 1, 2010 at 6:00 in the Council Chambers in City Hall to review the CDBG Applications for Fiscal Year 2010 and Substantial amendments to the CDBG-R and Neighborhood and Stabilization Program
