Federal Programs - Homeless Prevention and Rapid Housing

 

The Homelessness Prevention and Rapid Re-Housing Program (HPRP) - The American Recovery and Reinvestment Act of 2009, which includes $1.5 billion for the Homelessness Prevention Fund. Funding for this program, called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is being distributed based on the formula used for the Emergency Shelter Grants program.

Pontiac has received $633,479 in one-time funding through the Homeless Prevention & Rapid Re-Housing Program. These funds are given to the City as a pass-through agency to put these funds directly to work in aiding the homeless within Pontiac

Four organizations are receiving funds through the HPRP program:

  • Lighthouse Emergency Services provides service for those who need food, housing, utility, and medical assistance. Homelessness prevention programs are provided for women and children. Case management programs are provided for individuals and families. Senior services program provides case management to seniors aged 60 plus and disabled individuals aged 55 plus to remain independent in their homes for as long as possible. Fresh fruits and vegetables, liquid nutrition, and Focus Hope delivery to homebound seniors are provided.
  • Baldwin Center/HOPE Hospitality & Warming Center, Inc was founded in 1998 as a community response to a homeless person freezing to death in downtown Pontiac, Michigan. Since that time, the center has provided seasonal emergency shelter for individuals struggling with homelessness in northern Oakland County, turning no one away.  Located at the Baldwin Center, a facility located in Pontiac's Baldwin Corridor, the emergency winter shelter hosts up to 65 guests each night, providing warmth, an evening meal, a shower, a safe place to sleep, and—on weekday mornings—a light breakfast. The center also provides its guests with hygiene kits, and dry socks and underwear.  In addition to the ongoing provision of basic needs, the organization invites agencies with programs related to housing, mental health, and other relevant issues to visit the center to conduct outreach to guests, connecting them with community resources to address their specific issues and concerns.
  • Community Housing Network is an affordable housing nonprofit organization with a wide array of resources. Homeless Prevention and Rapid Re-Housing (HPRP) is one of many programs, partners and sources we can utilize for housing answers. We have an online Housing Library to browse at www.communityhousingnetwork.org and a Housing Resource Center to call and discuss potential solutions.   • New Bethel Outreach Ministry was founded in 1992 for homeless women and women with children. We are a 30-45 day shelter, where we can house up to 26 people. We provide 2 meals a day along with basic essentials, such as tolietries and clothing. We also have a case management program, which allows the clients to prepare a plan to self-sufficiency, a path to get there, and discovery into their purpose to achieve a better life.
