Federal Programs - Community Development Block Grant

 

There will be a public hearing on Monday, April 12th at 6:00 p.m. in the City Council Chambers to present the allocations for Fiscal Year 2010 Community Development Block Grant and HOME Program funding.

This will provide Pontiac citizens an opportunity to express their views on the allocation of funds for Fiscal Year 2010.

The City of Pontiac is currently in a 30 Day Public Comment Period regarding the allocation of the $1,245,354 that is available through the Community Development Block Grant Program. The Community Development Block Grant (CDBG) is an entitlement program of the U.S. Department of Housing and Urban Development (HUD). CDBG funds are used primarily to benefit low and moderate income households or areas as defined by the U.S. Census. The complete regulations governing the CDBG program are found at the Code of Federal Regulations, 24 CFR 570, and are authorized under Title I of the Housing and Community Development Act of 1974, and the Home Investment Partnerships Act (the “HOME Act”).  Through the American Recovery and Reinvestment Act, CDBG-R was created as a second CDBG program as a one-time stimulus program. The City has also received $414,121 in CDBG-R funds. These funds will be utilized to provide energy-efficient rehabilitation to Pontiac homeowners.

The City of Pontiac utilizes the CDBG funds in a variety of ways, such as: 

  • Neighborhood Revitalization: Streets, Sidewalks, Park Improvement, Blight Reduction through demolition
  • Public Services: Homeowner Counseling, Foreclosure Prevention, Senior Outreach
  • Minor Home Repair Loan (currently program is unavailable)
